Adding the Actions:Open the head section of your page and add a Head Action from the Smart tab of the Objects palette. Set the action to OnCall and give it a name (like "clearmenu"). Set the action to be a Specials > Action Group. Add an action to the group and set it to a Multimedia > ShowHide action. Select your first submenu FB in the action and set it to Hide. Then add another ShowHide action to the group and use it to hide the next submenu FB. Keep adding ShowHide actions until all of the submenus have a Hide action. Finally, add one more and use it to hide the Hide Mask FB. Click on the transparent GIF in your Hide Mask layer. Open the Actions palette. Select the Mouse Enter event and add an action. Select the Specials > Call Action. In the action, select the name of the Head action that you added (clearmenu). Now select the FB that the transparent GIF is in and in the inspector, uncheck the Visible checkbox. If you are doing a vertical menu, then unhide the first of your submenu FBs and click on the transparent gif in it. In the action palette add an action to the Mouse Enter event. Set it for a Special > Call Action and select your Head Action name (clearmenu). Hide this FB and repeat this step for each of the submenu FBs. You can skip this whole step if you are making horizontal menus. Next select the first of the main menu button images. Turn it into a link and add an action to it's Mouse Enter event in the Actions palette. Set the action to a Specials > Action Group action. Add two actions to the group. Select the first one and set it to a Multimedia > ShowHide action. For the Floating Box, select the submenu for this main menu button. For the Mode, select Show. The second action in the group should also be a Multimedia > ShowHide action, with the hide mask layer selected as the Floating Box, and the Mode set to Show. Repeat this step for each main menu button, with the first layer being shown being the submenu for that button, and the second action for each group being to Show the hide mask.
